Pan Humber LEP Submission Made

10 September 2010 by Paul Rhoades

North Lincolnshire Council has submitted a proposal for a Pan-Humber Local Enterprise Partnership to replace Yorkshire Forward. The main emphasis of this proposal focuses around the development of the South Humber port facilities at Immingham in conjunction with Able UK and claims that over 10 years 20,000 jobs and 6Billion of investment will be created in the area. It's a little unclear as to whether these figures cover both North and South banks of the Humber. Key objectives outlined in the submission include creating approximately 20,000 jobs within the next 10 years with 8,000 jobs in the first five years; attracting approximately 6bn of inward investment within the next 10 years with 4bn in the first five years; raising its GVA at a faster rate than any other LEP in the north of England; developing the Humber as the north of England's global gateway and a European super port and logistics hub; positioning the Humber at the centre of the UK low carbon economy and renewables sector; growing the Humbers chemicals sector a major Humber private sector success story; developing the Humbers advanced manufacturing base; marketing the Humber internationally; addressing the Humbers deficit in its skills base to enable local people to compete effectively for the new jobs; and accelerating planning and infrastructure delivery, including major new housing growth to support economic growth With the growth in renewable energy North and North East Lincolnshire are well placed with the potential for deep water quays on the Southbank enabling us to service the North Sea renewable sector. This proposal is heavily reliant on our region becoming a leader within this area; should this happen then with the steel mills and refineries of North Lincolnshire and our skills of off shore working honed from the 70's oil field exploration then things could be looking up for the area. The report was developed in consultation with local businesses including Nisa Todays, Clugstons, Total and Corus. What are your thoughts on the LEP submission? Do you think Bigger is Better or are you a traditionalist and feel that we should return to our roots in Lincolnshire? We'd be interested to know so please, leave your comments here, or join VisitScunthorpe.Com and post your own views. A full copy of the report is available as a PDF Download from the NLC Website.

All sounds great but, there are no partners on the North Bank to work with. They have rejected it.It's all sounds like Kirk making empty job promises again just in time for local elections.I suppose he could buy more building to knock down ,that creates a few jobs

Having read the full document and having reservations about teaming up with the North Bank, see my previous article Why Involve Hull? http://bit.ly/ar5uAp I have to bow to the superior knowledge of local business leaders when they see a pan Humber LEP as the best way forward. The only concern I now have is that if the North Bank are forced into a pan Humber LEP will we on the South Bank be the junior partner. On page one of the document under; OBJECTS AND KEY POINTS 1.3 Ministers want to see clear evidence a LEP is genuinely a partnership of business and civic leaders working together to bring prosperity, investment and jobs to an area; The North Bank doesnt want this. Also on page 11 Business Support 2.3 The chamber makes the obvious point that the City of Hull is the capital of the Humber sub-region, and all parties to this submission for a single Pan-Humber LEP recognsise and support this. This leaves a bitter taste in my mouth.
