Communities Secretary Eric Pickles and Local Government Association Chair Baroness Eaton joined forces to urge all councils to publish details of all spending over �500 in full and online as part of wider action to bring about a revolution in town hall openness and accountability.
The call for greater disclosure on spending was just one of a series of sweeping measures detailed in a letter sent to councils by the Secretary of State. He made clear that transparency and openness should be the default setting for the way councils do business, and called on local government to move at speed to adopt this new approach. The letter set out proposals for a move to open local government. Councils were being encouraged to throw open their files and publish, alongside spending data, information on salaries, job titles, allowances and expenses, minutes of meetings and more.
Local government is seen as the most directly accountable part of the public sector and councils should work hard to stay in close touch with residents to ensure they provide the best, most efficient services possible. With local authority budgets being cut by up to 28 per cent over the next four years, councils are aware that they have to demonstrate that the money they spend is going on the things their residents want and need the most. Councils should lead the way in giving taxpayers detailed and transparent information about how their money is being spent, making their accounts even more easily accessible to public scrutiny.
By the 28th January 2011, 276 councils had published details of spending in excess of �500, with a further 38 confirming their intention to publish by the end of January. The information has been made available online, so that residents can see exactly how their local authority is spending its money.
Eric Pickles MP had criticised the "slowcoach" authorities, saying the public would wonder "what they've got to hide".
North Lincolnshire Council was one of few of local authorities that still had not published its spending details online.
