North Lincolnshire Homes - Local Offers Framework

The Tenant Services Authority (TSA), the regulator for social housing in England, has produced a regulatory framework following national consultation with tenants. This contains six national standards housing providers must comply with. These are: � Tenant Involvement and Empowerment. � Home Standards (including improvement work and repairs). � Tenancy (including lettings and tenancy management). � Neighbourhood and Community (including tackling anti-social behaviour). � Value for Money. � Governance and financial viability. Housing providers are required to involve their tenants in eveloping �local offers� in relation to the Tenant Involvement and Empowerment, Neighbourhood and Community, and Home Standards. These �local offers� should include commitments on: � Local standards for performance. � How performance will be monitored, reported on and scrutinised by tenants. � What happens if local offers are not met (including procedures for redress). � Arrangements for reviewing the local offers on a periodic basis. Housing providers are required to publish their plans for developing local offers by October 2010 and to have implemented them by April 1, 2011. Scunthorpe's major social landlord, North Lincolnshire Homes (NLH) has not had to start from scratch in developing their 'local offers' as tenants have already been heavily involved in developing services and setting NLHs existing Service Standards. Indeed the stock transfer offer document is already an agreed offer to tenants on what services are provided and what tenants can expect from them. The local offers were approved by the Board of NLHs on the 8th September 2010 and will be published in October 2010. New �local offers� are to be introduced this autumn which will shape the future of NLHs and how they work for their tenants.
