Humberside Police Authority Questions

At yesterday's council meeting two questions were asked regarding the way in which funding cuts will affect the service delivery by the police. Both questions were answered by Cllr Ishaq Jawaid OBE, who is the councillor who is a member of the Humberside Police Authority Question 1 from Mashook Ali:
"With 560 police officer jobs expected to go over the next four years as a result of the government's funding cuts, can the representative of HPA assure residents of North Lincolnshire that crime levels will not increase over this period?"
The following is the transcript of the answer delivered by Cllr Jawaid
"Plans are in place for the potential reduction of 358 police officer posts over the next 4 years. These reductions will be targeted at back office functions. Although the plans have been developed under pressure of time and money, they have been built upon the sound foundation of the successful changes the Police Authority and Chief Constable have introduced across the force in the last six years. Their plans are comprehensive, scrutinising all aspects of Humberside Police, including the number of senior posts, structure and the size and capacity of all of our units. The budget is very demanding and there are hard times ahead. I am confident they will meet them successfully because Humberside Police is built on solid foundations and because of the good people who are proud to work for Humberside Police and deeply committed to serving their local communities. No member of the Police Authority can give a personal guarantee that crime will not rise in North Lincs. Over the last year overall crime has reduced by 10% which is very good news for the people of the area."
The second question was asked by Cllr O'Sullivan
"With two recent murder investigations in the area can the police authority give a commitment to retaining the services of the major incident team, despite more than �20M of funding cuts by the Tory government?"
Cllr Jawaid gave the following response:
"The Police Authority and Chief Constable are committed to retaining the Major Incident Team. They currently operate out of four locations across the Humberside policing area. As part of the savings forced on Humberside Police by this Government, cuts of about �1.2million will be found from reducing the size of these teams. There will be reductions in the number of police officers in the teams as the Force needs to reduce its spending by almost �30m and the majority of these savings have to be made during this and next year. As 83% of the Force budget is spent on staff it is inevitable there will be less police officers. I anticipate the officers remaining will have to do more and with National changes proposed to their working conditions, they will have to achieve more with much less. To be absolutely clear though, the investigation of murders is critical front line policing and will continue to be the main responsibility of the Major Incident Teams. They are very professional and we all should be proud of the results they achieve. I am pleased to report that the recent murder on Pryme Road in Scunthorpe was investigated by the Major Incident Team as well as officers from Scunthorpe Police Station. Two men are now charged with this murder and are awaiting trial."

Firstly, its good news for the area that crime has reduced. This is heavily down to the hard work of Police Staff and Officers throughout the region. Secondly, our Branch does not agree with the Home Secretary Theresa May. The savage cuts she is making will no doubt reduce the service the Police are able to offer, but to what degree we just do not know. Cllr Jawaid is correct in saying that no one can offer guarantees that crime will not go up and that for many is a scary prospect. People have to remember that its not all about the number of Police Officers that we are loosing, but the number of Police Staff that we are loosing Police Staff are vital in the Police Service and provide many front line services. Call Takers that take 999 emergency calls, Dispatcher who send resources to help people, Crime Scene Investigators who obtain vital evidence to secure prosecutions, Investigating Officers who take statement and prepare cases, Detention Officers who process and take care of prisoners, Administrators what deal with the mountains of paperwork, Trainers who provide vital skills and of course Police Community Support Officers who provide vital links and support to local communities. This list is by no means complete, but provides you with some idea of what posts Police Staff occupy and how devastating it would be to the community to reduce them. Police Staff are going through very scary financial times and continue to bear the brunt of wholesale cuts to police budgets by losing their jobs or having their pay dramatically cut.
