Councils £780,000 Reorganisation

Plans unveiled today, if approved, will see a massive restructure of  North Lincolnshire Council, the likes of which has not been witnessed before.

In an attempt to save £780,000 over the next year, the structure of the council will change dramatically, halving the number of directorial rolls from 7 to just 3.

The report claims that these "proposals will help the council focus on priority areas and will ensure effective future resource allocation". The report goes on to claim that this "is a critical step in ensuring the council achieves its efficiency requirements and value for money targets"

Currently the council is organised in to seven key areas:

  • Strategic Regeneration & Planning
  • Director of  Children &  Young People’s Service 
  • Director of  Adult Social Services
  • Director of  Infrastructure Services
  • Director of  Neighbourhood & Environmental  Services 
  • Director of  Corporate and Community Services 
  • Director of  Finance Services 



Under the proposed new structure outlined in the report, these directorates will be re-organised in to just three:
  • Director People 
  • Director Policy & Resources
  • Director Places 

This will see the Strategic Regeneration & Planning function brought within the new directorship of "Places" becoming one of just 12 Assistant Directorships.

Currently within the council there are 25 Assistant Director positions, each one running what equates to its own department or function. Another change will see the Assistant Directorship of Sport Leisure and Culture being scrapped and brought under what would appear to be the revised Customer Services function, along with the library services. In light of the current ongoing consultation regarding sport and leisure, some could surmise from this that by moving the responsibility for this function into the Customers Services directorate that the council is perhaps preparing to outsource some parts of this service, by giving the function a more customer focused emphasis.

The report which outlines the proposed changes goes on to say  "The financial implications in detail will need to be worked through on a service by service basis.  Indicative savings from the proposal  will be in the order of £780k a year. There will be one off costs related to staffing reductions if redeployment is not possible.  Budget provision is available for these costs."

It is also clear from the report that as well as the direct savings in salary cost, the council would hope to make future savings in the future due to a reduced requirement in both accommodation and IT resource.
