Access Blocked to Highways Schemes

Following on from this site�s article �School Safety Zone Hit by Cuts� on 13 September: (http://www.visitscunthorpe.com/Scunthorpe- news.asp?Headline=School+Safety+Zone+hit+by+Cuts&Article=145) And also as a result of equal coverage of NLC�s pronouncements and the readers� comments in the Scunthorpe Telegraph; there was an understandable and reasonable perception that our Labour controlled council may have targetted government cuts at School Safety Zones, to seemingly use as emotive political point scoring tool. With the intention of getting more precise information about the cuts in the council's road safety budgets and its highways scheme deferrals, and in the interest of balance; I emailed NLC�s Head of Highways Geoff Popple on 15 September. I asked Mr Popple to provide details of the Local Transport Plan and Road Safety Partnership budgets and a list of road safety priorities and schemes which are still planned to go ahead. To date Mr Popple has failed to respond to this justifiable request for information. North Lincolnshire�s councillors are continually trying to convince us that they and NLC have turned the corner of democracy and are now democratically and actively listening, consulting and responding to residents� and community interests, concerns and needs. So why therefore should a highly rewarded NLC Head of Service and public official (on a salary of �73,489) be choosing to seemingly and repeatedly ignore reasonable and appropriate requests from any North Lincolnshire resident and tax payer? Indeed, in this particular case, what are his and/or the council�s reasons and motives for an apparent reluctance to paint the fuller picture!? Or is it the case and time perhaps, that this council considered whether the current review of the senior management structure and scrutiny of its Heads of Service, goes well beyond just the issue of pay and perks?

Seems endemic of many of our local representatives. I e-mailed Councillor Bernard Regan, Cabinet member for Highways, Planning and Energy, on 4th October 2010 asking why the street lighting on the whole of Fotherby Road and from the top of Enderby Road down to the green belt had been out of action for over a week leaving the residents in darkness and what was causing the problem. After two days and no reply I e-mail Cllr Mark Kirk, to his credit he replied straight away and I thank him for that, he said, "I have forwarded your e-mail onto Mr Geoff Popple, Service Director for Highways and Planning for him to look into the issue you have raised and respond directly to you." On the 7th of October I recieved an e-mail from a Steve Rawson, Area Manager, who replied, " i have been onto the electricity company and they attended yesterday .I had a call from them yesterday afternoonand was told that they had left the lighting working but they did not last long. I have rang them today to inform them that the lights were off and they said they will attend again tomorrow morning." Not realy the answer to the question I'd asked however the lights were eventually back on after a period of over 9 nine days. Surely I wasn't the only person to enquire about the lights? Surely the residents of that area weren't literally being left in the dark? Anyhow, it gave me an oppertunity to fire a question to this Area Manager, Steve Rawson, about another matter I wanted an answer to. Two weeks later I'm still awaiting an answer from him, oh! and I never did get a reply from Cllr Bernard Regan or Geoff Popple either.

Staggering when you consider that these people have been banging on about "minimal impact on public safety". You have to question in this instance, where were the considerations, commitment and immediate steps from all concerned for the safety, crime prevention and general well being within the community? If one is seemingly prepared to manipulate public and school safety issues and concerns for political motives and gain; then surely you would have the intellect and calibre to make sure your own conduct and performance was squeaky clean. If only to avoid charges of being shabbily inconsistent and insincere in your intentions and community representations?!
