Travellers Return to Darby Glass

The Car park of the former Darby Glass factory on Southpark Industrial Estate in Scunthorpe has once again been taken over by travellers. Travellers previously vacated the site 4 weeks ago, having spent around a week using the car park as a temporary lay over and meeting point. The travellers are now located on a service road at the side of the Glass Works close to some private houses. Travellers at Southpark Upon leaving the site there was a lot of rubbish left at the site which had yet to be cleaned up prior to the traveller�s return. Sergeant James Main of the Scunthorpe South Policing team has told residents: "The Travellers are indeed back at Darby Glass, we have visited them and they are moving in the next few days and using it as a stop off." According to the council's policy of the relocation of travellers states, the council's guidelines state "Formal repossession procedures will normally be undertaken where encampments occupy land owned by North Lincolnshire Council" In the case of travellers using the site at Darby Glass, it is the responsibility of the land owner to move travellers on, so the council would not be in a position to act upon this encampment. The council does however have to fulfil the following obligations where ever travellers are concerned: Make enquiries regarding the general health, welfare and children's education; Ensure that the Human Rights Act 1998 has been fully complied with; Follow a set procedure in terms of proving ownership of land and details of the illegal encampment. This will enable the council to fully obtain the necessary authority from the courts to order the Gypsies and Travellers to leave the site. Attempts by the previous conservative government to limit the rights of travellers were introduced in the 1995 Criminal Justice Bill. This bill was not repealed or revised under the following Labour Government as many had hoped, but when the 1998 Human Rights Act was introduced throughout Europe, the travelling community re-gained some limited legal protection. A recent 2007 survey showed that there are approximately 80 traveller and gypsy families in North Lincolnshire. There is currently a traveller's site off Manifold Road in Scunthorpe which in early 2009 received a �534,569 government grant to improve basic amenities such as running water and electricity. Travellers on the Manifold Road site pay council tax. Sergeant Main will be holding a public surgery at the near by ASDA Superstore on Scotter Road tomorrow (Wednesday 13th) from 10am till 12 noon where members of the public can meet with him and discuss policing in the area.
