New Adult Services Strategy

Next week the council will consider adopting a new Adult Services Strategy, the outline of which was announced today.

Current government thinking under the "Think Local Act Personal" strategy focuses on taking if not the responsibility for the provision of care, but at least the responsibility for the procurement of care out of the hands of local authorities by providing users of services with personal budgets that they can then spend on care provision as the see fit.

Some nation campaign groups are concerned about this change in emphasis as not all users of adult care services in the UK are in a position where they could necessarily make the choices them selves. Speaking recently to Visit Scunthorpe, a gentlemen in his 70's who's son uses such services told us that it was all well and good providing personal budgets while he could management on behalf of his son, but held real concern over what would happen once he was no longer in a position to provide that help for him.

Under new proposals to be discussed at Cabinet next week, North Lincolnshire Council officials have produced a new strategy to help combat concerns such as this, and ensure that care in Adult Services is properly delivered within North Lincolnshire.

Under the banner of "People have choice and control over their own lives" the strategy's key aims of the strategy are:

People use all community  services to stay independent  
People will stay well and are supported when they need help to regain independence 
People with long term needs will have a personal budget and chose how their needs are met
People are free to manage their own risks to live their lives how they wish 

The strategy then goes on to identify outcomes for individuals and suggest that one of the ways in which these outcomes may be met is through an Integration of services with the NHS  along with Health and Social care teams. How exactly this may be achieved is not made clear in the report, not are there any suggestions of there being an impact on staffing levels within the Adult Services department if these services are provided more by the NHS. Though the report does promise that "Staff will be given support to be involved in any 
opportunities that this may offer in the future"
