Humber Superport - Call for a Public Inquiry

26 November 2010 by Bill Cheetham

Unfortunately, but understandably, my original article had to be pulled as a result of this forums editorial concerns and precautions. I stand by my original comments and account of my experiences, observations and judgment of the calibre of NLCs Highways and Planning Service and local government. I personally do not waver from a total lack of confidence, trust and faith in the standards of the planning and political processes here in North Lincs. Here goes with the watered down version: --------------------------------------------------------------------------- The Council for Protection of Rural England's Viewpoint letter (Nov 20), and Jenny Haynes' challenge whether planning goal posts and buffer zones are being moved, prompt me to question whether the go ahead for a Humber superport should be based on the consent of local planners alone or called in for public inquiry? http://www.thisisscunthorpe.co.uk/viewpoint/Undefined-Headline/article-2916781-detail/article.html?cacheBust=ST9wg21DjNR4&success=true This is by far, and very likely will be, the largest proposal ever for North Lincolnshire. If the local planning committees consent is approved by the Secretary of State, development will begin next May? No one can or should argue against the economic objectives of this massive scheme. But is it all about the desperate race for much needed jobs and regeneration of this area? Or could there be other political interests and influences at play? What concerns me is the timing and particularly the less than robust manner in which the scheme was finally considered and approved at the hearing of the planning committee on Oct 14. Particularly whether there are potential risks of disproportionate impact and damage to the immediate community, environmental and biodiversity interests and amenity. There have been contradictory and questionable planning decisions affecting the Low Wolds, an area of high landscape value; and Saxby all Saints, a conservation area. Both these designated areas are covered in the rhetoric and alleged policies of the Local Plan; as are the buffer zones to protect the south bank communities from encroaching development. There seems to be a common perception that planning policies and rules are being interpreted and applied with inconsistency as developers, local planners and others feel fit. I believe that it would be appropriate for the Secretary of State to call in Able UKs proposal for a public inquiry. And to give all parties the opportunity for a full, impartial and fair hearing; and to ensure that the optimum balances between the schemes objectives and the wider community interests can be rightly and justly achieved.
