Biomass Planning Challenge

15 August 2010 by Paul Rhoades

Just been reading through the comments and thoughts on the ET Website about the proposed biomas generator at Scawby Brook. As you'd expect there's the usual "well thought out" contributors, and some people quite concerned with the proposed changes which will impact on their environment. According the the ET a new round of appeals will be launched by Eco2 (the company planning to build this), fighting the recent rejection of the planning application. As regular reader's will know, I'm all for alternative energy sources, and this one goes without saying. The vast majority of straw can be burned with less impact on the environment that coal, and without the danger's of nuclear waste. On a technical note however, trace elements of nitrogen, sulphur, phosphorus and chlorine can be released by the process if the temperature is not high enough. So like all sources of power generation there is a down side. The major issue and concern on people's mind about this is the proposed increase in traffic noise. It's estimated that there will be in the region of 1 truck every 6 minutes, 6 hours a day. This is clearly not going to work given the state of the narrow B classification roads in the area. Residents in Brigg & Scawby Brook are clearly concerned about this from a safety point of view. A full list of objections is available from the council's web site. Having read through them my view did shift from "Yet another bunch of bloody NIMBY's" to "They've got a point about the traffic considering how the roads are at the moment". Is it really down to the likes of you and me to point out the glaring obvious to our town planners, or should this not have been something picked up on by the highways agencies? I'd imagine the highways agencies saw the classification of the site as an old beet works, realised that the access road used to be the main Lincoln / Brigg road and probably went "Oh well that's ok then" without ever visiting the site. Surely the Council should consider either a road improvement scheme or suggest viable alternative sites at the point of planning application? Surely in these times of austerity long and protracted planning appeals and resubmissions are just a waste of tax payer's money? If we want North Lincolnshire to move forward and develop, surely our council leaders and planning team should be telling the likes of Eco2 who want to invest in our area where the best locations are to build these sorts of facilities? Companies will not look at North Lincolshire if every time there is a planning application it becomes a battle; just look at the wind turbine farce. We desperately need development yet a bunch of middle class NIMBY's seem to keep getting their way, laughably talking about visual impact under the silhouette of one of Europe's biggest steel manufactures. In my opinion we can not afford to loose the opportunity of 50 new jobs, regardless of how may jobs our council leaders tell us will be brought by Able UK. We must encourage companies such as Eco2 to invest in the region. Equally however the council must be pro-active in providing alternatives where there are real concerns locally. Personally I'd say lets look at road improvements and get it built, stop this bloody NIMBYism and consider the 50 new workers jobs and 6Million a year which the region desperately needs. The alternative is that we end up scaring away businesses from the region, what will your Scawby Brook house prices be like then when there's no jobs?
