Bioethanol Limited Planning Application

Good news for the region's jobs as Bioethanol Limited submit a new planning application to North Lincolnshire Council to develop a refining plant on the Humber Bank. Bioethanol Limited plan to build a new refinery capable of producing 200,000 tonnes of ethanol per year, "brewed" from local corn. By building the refinery where they are proposing the company is limiting its carbon structure by building on an existing distribution network and infrastructure and also by using locally grown corn. Bioethonal is seen by many as a green fuel, but there is some disagreement in the scientific community about the net energy gain built up from the process of growing, gathering, drying and processing the stock crop in to ethanol, so each application does need to be looked at on its own merits. One thing that can be said for Bioethanol is that it does reduce the reliance on oil reserves. Ethanol generally however produces 1.94 KG/L of CO2 as opposed to 2.44 KG/L from petrol, so there is a reduction of around 20% in the carbon emissions of engines using this fuel. Typically Bioethanol is blended with petroleum in a 10% Ethanol mix as a greed additive to fuel. Most cars and vehicles which run on Petrol can take a 10% ethanol mix without modification. Specific engines have been developed which can run on pure ethanol, however due to the lower rate of combustion, economy figures for these engines are between 38% and 51% of those of current petrol driven vehicles. Bioethanol Limited had previously applied for and achieved planning permission in 2007 but suspended the project due to finance. Lets hope that this re-submission can be dealt with quickly and effectively to encourage Bioethanol Limited and other companies to invest more in North Lincolnshire. In terms of Jobs, 800 temporary construction jobs will be generated in the building of the site, followed by 60 permanent jobs for technicians and engineers once the site becomes fully operational. While there is probably some rule against it, I do believe that the local council should make permission of the build based on as much work as possible in the construction of the site being undertaken by subcontractors.
